Anna’s COMPREHENSIVE PLAN TO ENSURE CALIFORNIA’S DOLLARS REFLECT CALIFORNIA’S VALUES:

1. Stop state bond money from supporting ICE.
   Ban state bond money from being used to pay for immigration raids, detention centers, or ICE operations, and hold accountable anyone who violates this mandate by revoking funds and cutting off future access to state financing.
2. Only give state financing to responsible entities.Prohibit companies or organizations involved in immigration detention or enforcement from state financing or tax breaks and require full transparency so public dollars aren’t funneled through subsidiaries or contractors.
3. Follow California’s sanctuary laws.
   Require anyone receiving state-backed financing to follow California’s sanctuary laws and make clear that supporting immigration raids or detention violates state rules and disqualifies them from funding.
4. Keep detention companies out of state investments.
   Prevent the state from investing in companies whose main business is running detention centers or supporting immigration raids, while still protecting taxpayers by prioritizing safe, responsible investments.
5. Increase transparency and accountability.
   Require clear, ongoing public reporting that shows exactly how state-backed funds are being used, so any misuse can be immediately identified and shut off.
6. Lock these protections into law.Work with the Legislature to permanently block state financial tools from being used to support immigration raids or detention, ensuring these protections can’t be easily undone.
